Strategic Partnership Between PAGEV and CERTILOOP Strengthens the Turkish Plastics Industry
Lower taxes and stronger competitiveness in packaging exports
PAGEV (Plastic Packaging Manufacturers Association), the umbrella organization of the Turkish plastics industry, and CERTILOOP, an EU-recognized conformity assessment body, have signed a strategic cooperation protocol aimed at strengthening regulatory compliance in plastic packaging exports and enhancing the competitiveness of manufacturers.
Within the scope of the protocol, CERTILOOP will provide PAGEV members with EU-recognized recycled content certification, PPWR-compliant recyclability assessments, verification of recycling processes, as well as technical training and regulatory guidance.
Uncertified content is no longer considered valid
With the introduction of the EU Packaging and Packaging Waste Regulation (PPWR), a new era has begun for plastic packaging in Europe. Under this regulation, claims related to recycled content are considered valid only if they are certified by independent and authorized bodies. Uncertified content is not recognized as recycled under the PPWR, leading to the loss of plastic tax advantages and increased product costs.
The PAGEV–CERTILOOP collaboration aims to reverse this situation by offering a measurable, verifiable, and practical solution for Turkish plastic packaging manufacturers and recycling companies.
Cost advantages and increased trust in exports
Thanks to the protocol, it is expected that:

Plastic tax and PPWR-related costs will decrease through the use of certified recycled content,

Documentation barriers in European markets will be eliminated,

Manufacturers’ negotiating power will be strengthened in export price discussions.
At the same time, certified raw materials produced by recycling companies will become more valuable and preferred inputs for manufacturers, while regulatory risks will be transformed into commercial assurance.

Commenting on the collaboration, Yağmur Cengiz Eroğlu, General Manager of CERTILOOP, stated:
“In European markets, documented facts—not goodwill declarations—are now decisive. Through this cooperation with PAGEV, Turkish plastic manufacturers will be able to substantiate their recycled content claims with internationally recognized certifications. This certification is a strategic tool that both reduces export costs and opens doors to new markets.”
Ahmet Meriç, Vice Chairman of PAGEV, emphasized the sectoral impact of the partnership:

Ali Zeki Karadeniz, Vice Chairman of PAGEV, highlighted the long-term contributions of the collaboration, stating:
“Recycled content and recyclability are no longer optional—they have become mandatory criteria for exports. Through our cooperation with CERTILOOP, we aim to establish an internationally recognized, transparent, and reliable certification framework for our industry.”
A joint and powerful mechanism for the sector
As one of only two official programs worldwide operating under EU accreditation in the field of plastic recycling, CERTILOOP will, through this protocol, provide PAGEV members with EU-valid certification services, PPWR-compliant technical assessments, process verification, as well as training and regulatory guidance.
With approximately 1,500 trustees and nearly 2,500 affiliated companies, PAGEV represents the broadest segment of the Turkish plastics industry, and this collaboration aims to make these services directly accessible to manufacturers.
Through this strategic partnership, the Turkish plastics industry is taking an important step toward a structure that is fully compliant with European regulations, competitive in exports, and transparent in sustainability.
